45 Years of National Service 1967-2012.
This blog will mark the 45th year of NS in 2012 with a series of articles on defence matters Singaporeans can relate to. Your story ideas are, of course, welcome.



In a year that will mark 45 years of National Service (NS) in Singapore, one of the first classical concerts for 2012 will feature a piano recital by someone whose name is inextricably linked to national disservice.

Yes, Singapore-born British pianist convicted NS defaulter, Melvyn Tan, is coming to town.

His case was mentioned in Parliament in January 2006. His name was flamed by netizens in numerous discussions on NS obligations for Singapore-born males.

And in a bizarre example of freaky coincidences, his name appeared in a membership recruitment advertisement by SAFRA, the government-linked club for Operationally Ready NSmen (i.e. reservists) and full-time NSmen, in December 2005. Till today, I fail to see the humour of this ad. Maybe it's just me but I believe some defence issues are no laughing matter. The use of Melvyn Tan's name is a hideous example of black humour that parents of NSmen who gave their lives for their country will not find amusing. Please click on the image below and look at the name on the mock Safra card. It may have passed the spell check but the sanity check on this ad was sorely lacking.


Melvyn's homecoming next week, some six years after he triggered the most intense debate on NS defaulters in recent memory, is a timely reminder that time will heal most wounds. He has been elevated from the status of social pariah to a foreign talent courted by Singapore. Good for him.

Indeed, the newspaper article (see opening image) in the 29 December 2011 edition of the 90 cents newspaper sings praises to Melvyn without a single mention of his central role in triggering the debate on NS defaulters. He must be pleased as punch that his name now graces the national broadsheet under more cheerful circumstances.

Apparently forgiven by Singaporean authorities (because he has paid his fine?), forgotten by Singapore's mainstream media (because the writer did not check Newslink?) and overlooked by netizens who kicked up such a fuss in 2005, Melvyn is due to play at the National Museum of Singapore Exhibition Galleries. The duration of the event from 5 January to 27 January 2012 probably means he will be in Singapore to celebrate the Lunar New Year with his loved ones.

People who followed the Melvyn Tan saga probably recall that he was fined S$3,000 by a Singaporean civil court in 2005 for evading NS 28 years ago. The Tan family also forfeited the S$30,000 security deposit - in then-year dollars a princely sum - coughed up by Melvyn's parents in 1974 when he flew to London to study music.

When this amount of money is spread over a 10-year training cycle that most NSmen undergo and with the 2.5 years of full-time NS factored into the calculus, the penalty that the system extracted from the Tan family is in my opinion a small price to pay. It works out to a sum of S$2,640 a year for every year of NS Melvyn avoided, or just S$220 a month. Pocket change for well-heeled Singaporean families.

In exchange for this fine, the media attention and (apparently transient) cyberspace notoriety, Melvyn kept 2.5 years of his youth (NS was reduced to two years of full-time service in 2004) and was spared the kind of training Singaporean males are put through to keep the city-state safe.

While he chased his dream in London in flagrant disregard for his promise to return to serve NS, his loved ones back home slept safe and sound under the security umbrella carried aloft by every Singaporean son who answered the call to serve their country. His parents will never know the anguish that Singaporean families - especially mothers - experience when their sons and loved ones enter NS.

It is cruel comfort to families of NSmen who died that a defaulter ended up losing a hefty bond and fined by the system. In the past 45 years, a sizeable number of teenage soldiers and middle aged NSmen have died in the course of duty, each one an irreplaceable loss to a society whose birth rate is rapidly in decline.

If Melvyn really wants to put the past behind him, perhaps he could dedicate his performance to the NSmen who died serving their nation while he was away. It would inj

Male Singapore citizens and permanent residents born between May 29, 1994 and August 26, 1994 (both dates included) can register for National Service.

The registration exercise will be conducted between Dec 27, 2011 and Jan 17, 2012 (both dates included).

They can register online at http://www.ns.sg or personally at the Central Manpower Base (CMPB) Podium at 3 Depot Road, Singapore 109680.

The following documents must be produced if registration is done at CMPB:

(a) National Registration Identity Card or Birth Certificate
(b) Education Certificates
(c) Citizenship Certificates (if any) and
(d) Other documents as specified in the Registration Notice

Registrants who wish to postpone enlistment to complete their studies in Singapore can also apply online or personally.

Those successful in applying for postponement will receive further notice on when to report for enlistment.

Those not successful in applying for postponement must:

(a) during registration, appoint a date between March 2, 2012 and March 29, 2012 (both dates included) for his medical screening; and
(b) go for his medical screening at CMPB on the appointed date between 8am and 1.30pm.

PR never serve NS profit from HDB woes

The Straits Times recently published a news report ('More Australians Choosing to Move to Singapore', 28 Nov 2011 - http://www.straitstimes.com/BreakingNews/Singapore/Story/STIStory_738845.html) boasting that Singapore has emerged as Australians' fastest-rising destination. There were 88,000 departures from Australia last year and Singapore overtook Hong Kong to become the 4th biggest destination for Australians. Over the past 3 years, there were about 20,000 Australians coming to Singapore to stay:

2008 5,431

2009 6,428

2010 6,952

Ten years ago, the figure was only 2,325.

Many Australians came for jobs and promotion opportunities which Singapore offers. The Straits Times highlighted one such Australian in its story - Peter Breitkreutz, a 45 year-old vice-president currently working in Citibank Singapore. He came to Singapore working as a global strategic sourcing manager at Motorola Singapore from 2007 to 2009 before hopping over to Citibank Singapore in 2010. His current job title is Vice President, Regional Business Operations and Services Category Sourcing Manager.

During the interview with Straits Times, he said that he has been living in Singapore for about 6 years and has no intentions of leaving Singapore. He lives here with his Shanghai-born wife and 2 sons who were both born in Singapore. He is a Singapore PR and has recently bought a HDB resale flat in Sengkang.

"We are in Singapore for the long run," he said. "We planted our roots... becoming a citizen has entered my mind. The only issue is that Singapore does not allow dual citizenship. I couldn't see myself giving up my Australian passport at this stage."

But he emphasized, "By becoming (permanent residents) and making that plunge, we have invested in an apartment, and do almost everything citizens can do. We have no real plans to move back to Australia."

Is this Australian foreign talent really as committed to Singapore as he has claimed by becoming a PR so that he could take the "plunge" to "invest" in a HDB resale flat for him and his family to "sink" roots here?

A cursory check online revealed that he had other reasons for "investing" in a HDB resale flat. This was what he said on his personal blog (www.aussiepete.com) in Jul 2008, published under the title "Foreigners Living In Singapore Want To Beat The 'Killer' Rental Market!" before he became a PR (http://www.aussiepete.com/2008/07/only-way-for-foreigner-living-in.html):

"We've been living in Singapore now for two years, and have watched the rental market spiral out of control. We currently rent a condo apartment in Woodsvale, and the monthly payment is absolutely exorbitant."

"Our plan is to apply for our permanent resident status over the next couple of months, which is academic as far as the approval. Once we have our PR and our current lease expires, we are eligible to purchase a resale HDB. Initial calculations indicate that by going down this avenue, show that we can purchase quite a large flat in a relatively 'opulent' zone, and we will still reduce our monthly expenditure on housing by almost a half. Unbelievable!!"

"It seems like we are not the only people doing this. Interestingly enough, the latest reports from local property agencies show that almost one in five HDB flats sold recently went to PRs... the number of apartments sold to permanent residents is a two-fold increase from a year ago."

In a way, Singaporeans can't really blame foreigners for wanting to exploit ways get a better life for themselves and their families. If we were them, we would do the same too. By buying a HDB resale, not only the monthly expenditure on housing is reduced, the foreigner stands to recoup all the money thrown into housing when the HDB resale is sold eventually prior to his leaving Singapore. With a bit of luck, he might even be able to make a little capital gain on selling the HDB resale flat. If the foreigner rents a flat, he will not be able to recoup any rentals when he leaves.

Hence, the question comes back to Government policy. Why did the Government decide to allow PRs to buy HDBs? In the past, young Singaporean couples who needed to find a HDB quickly so that they could get married or find a place close to their parents' could choose the HDB resale route. With the current high HDB resale prices pushed up by increasing demands from foreigners turned PRs, the HDB resale route is effectively out of reach for young Singaporean couples. They have to contend with buying new HDBs now. Hence, it's clear that the Government has failed to put the interest of Singaporeans first in this case.



On the question of commitment and sinking roots, Singaporeans have to endure 2 years of NS and sink in another 20 years of their lives in reservist trainings, all the time risking injuries and loss of limps. Are the foreigners willing to do that or willing to let their sons do that? How many will?

So, when this foreign vice-president of Citibank Singapore said they have planted roots in Singapore with no real plans to move back to Australia and by becoming PRs, they do almost everything citizens can do, would he be willing to send his 2 sons to serve NS like what Singaporeans do? Incidentally, in an online interview with an expat site, he mentioned that the only disadvantage (of being a PR) is that their son will be liable for NS (http://www.expatinterviews.com/singapore/peter-breitkreutz.html)...

SINGAPORE: More than 550 staff received medals this year for outstanding service and dedication to MINDEF and the SAF.

A total of 59 Commendation Medals, 120 Efficiency Medals and 382 Long Service Medals were given out to both military and non-military personnel at two ceremonies.

Defence Minister Dr Ng Eng Hen, and Minister of State for Defence and Education, Lawrence Wong gave out 500 of the medals at MINDEF's National Day Awards Investiture Thursday evening.

Spouses of the award recipients, as well as senior MINDEF officials and SAF officers, were also present at the ceremony.

At an earlier National Day Awards ceremony officiated by President Tony Tan Keng Yam on November 20, a total of 23 senior SAF officers and nine MINDEF personnel received the Public Administration Medal.

SINGAPORE : The way forward is to embrace change to tackle head-on the long-term challenges facing Singapore. That is the message from the Leader of the House, Dr Ng Eng Hen, to Members of Parliament (MPs) and activists from the ruling People's Action Party (PAP).

In an article in the latest issue of the Party organ Petir, Dr Ng, who is also Defence Minister, said each new generation faces its own set of challenges and MPs need to respond decisively to them.

He said citizens here are not directly anti-foreigner or anti-growth, but they want a share in prosperity.

He also said Singaporeans want the assurance that both they and their children have open and fair opportunities to climb up if they worked hard just like previous generations did.

Dr Ng stressed that big problems loom on the near horizon and they will not go away if Singaporeans ignored them or simply criticised, and in this coming decade, there will be difficult decisions for Singaporeans to make with no easy answers.

So his call is to lead the change for a better and more secure Singapore.

In a separate article, Minister of State for Trade and Industry and Young PAP Chairman, Teo Ser Luck, discusses some of the challenges ahead for the YP movement.

He said his number one priority is to identify ways to do more for Singapore.

And he feels the PAP needs to change and strengthen its relationship with the people and it is important to close the gap between where the Party is and where it wants to be.

This is the type of PR/converted citizens that the Singapore Govt loves - one who takes all the benefits available to citizens, but yet when it is time for him to fulfil his obligations, he will try his best to avoid. Will the Singapore Govt ever learn?

The Immigration & Checkpoint Authority (ICA) has rejected the application of Zhang Junyi to denounce his Singapore citizenship, citing that he is not yet a legal adult. In addition, the ICA also reminded Zhang of his National Service obligation when he becomes 18 year-old. In response, Zhang sought a judicial review on ICA's decision.

Zhang Junyi filed his request to the Supreme Court through his father Zhang Shaowei. Zhang Junyi was represented by lawyer Lee Jing Xiong who asked the Supreme Court to review the decision of the ICA and the Ministry of Defence on Zhang Junyi's case.

Zhang Junyi urged the Court to rule that he is eligible to renounce his Singapore citizenship, he doesn't qualify for national service, and that his notice to the ICA last year which declared his intention to renounce citizenship is valid.

Zhang Junyi is due for National Service registration soon. He is currently on an exit permit which cleared him for overseas studies. The exit permit will expire on 30 December 2011. The law requires males eligible for National Service to register with the Ministry of Defence when they turn 16.5 years old.

Zhang Junyi's parents Zhang Shaowei and Liang Jiali emigrated to Singapore in January 1996. They converted to Singapore citizenship, along with Zhang Junyi's 2 elder sisters. 2 months after gaining citizenship, they moved to Hongkong.

Zhang Junyi was borned in Hongkong 3 months after his family moved there. Subsequently, Zhang Junyi was granted Singapore citizenship the following Febraury. He lived in Hongkong until he returned to Singapore in 2005 at the age of 10 to study.

In August 2010, Zhang Junyi applied to Hongkong Department of Immigration to restore his Chinese citizenship. Although the Department accepted his application, it was conditional that he relinquishes his Singapore citizenship. 4 months later, Zhang Junyi notified the ICA of his intention to renouce his Singapore citizenship.

However. the ICA rejected his application, citing Section 1, Article 128 of the Singapore Constitution that a citizen can only give up his citizenship when he is above 21 years old and that parents may not make such a decision for the child. The ICA also added that according to Section 2, Article 128 of the Singapore Constitution, Zhang Junyi is obligated to complete his National Service as long as he remains a Singapore citizen.

The Central Manpower Base (CPMB) also suggested that Zhang Junyi should postpone his application for change of citizenship until he has turned 21 years old and that he has completed his National Service. CMPB will consider his application.

In response, Zhang Junyi described the constitutional interpretation of the ICA and the CMPB as "illogical and unfair", citing 3 points. Firstly, the Singapore citizenship was imposed on him because his parents emigrated to Singapore.

Secondly, he is not a 100% citizen because he will only be accorded with full citizenship rights as soon as he relinquished other citizenships within a year after he turned 21 years old. As such, the aforementioned constitutional provisions are irrelevant.

Thirdly, the Enlistment Act does not apply on him because he was less than 16 years old when he first declared his intention to ICA to renounce his Singapore citizenship.

The Attorney General's Chamber (AGC) was notified of the application for judicial review in the middle of November by Zhang Junyi's lawyer Mr Lee Jing Xiong. The pre-conference trial starts today.

Expert: "Interesting" Judicial Review

Constitutional law expert Dr Kevin Tan told Zaobao this would be an "interesting" judicial review. He also pointed out that the Courts rarely take on cases which involve citizenship rights because very few people would submit such issues to the Courts.

He also added that Zhang Junyi may not succeed in securing a judicial review because both the ICA and the CMPB did not act wilfully or irregularly, and as well as exceed their jurisdictions.

Dr Kevin Tan said that Article 128 of the Singapore Constitution appears absolute and that only Singaporeans above the age of 21 are eligible to renounce their citizenship.

Few days ago, Minster of Defence Dr Ng Eng Hen revealed in Parliament 8800 sons of new immigrants had been enlisted for National Service over the last five years. Among them, 6100 (70%) opted to become Singapore citizens.

However, among second-generation permanent residents, 4200 gave up their permanent residency over the same period. In another words, for every three sons of permanent residents, two would enlist while one would give up his permanent residency status in order to forgo national service.

SINGAPORE: Labour chief Lim Swee Say has identified structural unemployment as an issue the government is concerned about, a problem he expects to get worse given the economic outlook.

Mr Lim was speaking at a forum organised by the Young Sikh Association on Saturday.

The labour chief told some 200 participants at the forum that for real wages to keep growing, the economy must expand by three to five percent over the next decade.

But it won't be easy.

A big concern is a mismatch between workers' skills and what's demanded by employers.

Mr Lim said low-wage workers are vulnerable to structural unemployment.

Another group is the Professionals, Managers and Executives (PMEs).

He said the last 15 years have seen a concerted effort to train workers better.

And the current focus on achieving sustainable and inclusive growth is an extension of this goal.

Mr Lim said: "Simply put, sustainable growth is to ensure there is enough opportunities. Inclusive growth is to minimise structural mismatch. In other words, if a growing number of Singaporeans are not able to take on these jobs that are being created in the economy, then they'll be excluded."

The labour chief said one way out for the PMEs is professional conversion to adapt to new jobs.

As for low-wage workers, the emphasis is on upgrading skills and re-designing jobs.

Mr Lim, who is also the Minister in the Prime Minister's Office, said the economy needs a mix of local and foreign enterprises to grow.

And the government's aim is to ensure Singaporeans form the core of the workforce, even as it continues to accept foreign workers.

The ratio between foreign and local workers will be kept at 1:2.

Mr Lim recalled his time in the Economic Development Board (EDB) when he was involved in persuading multi-national corporations to set up shop in Singapore.

Faced with a lack of trained workers, the EDB offered these companies a "package deal", where the agency would fund the training of Singapore workers, who would go on to take up managerial positions in these companies.

But the process of "glocalisation" - where multi-nationals globalise their operations but localise their workforce - is more challenging in Singapore because of its relatively low unemployment rate.

"So we said, 'How about this? You don't have to localise your workforce to the extreme'," Mr Lim said.

Instead, foreign companies would be persuaded to allow Singaporeans to form the core of their operations here.

"If we do it in this way, over time the industry will sink roots in Singapore. So when the companies think about moving out of Singapore, they've got to think about the core of Singaporean workers. This core has taken them five years, 10 years, 20 years to invest. Why would they give it up?" said Mr Li

In that same period, about 4,200 males who had become permanent residents under the sponsorship of their parents renounced their PR status prior to serving National Service.

Dr Ng said the failure of these permanent residents to serve NS will be taken into account when they subsequently apply to study or work in Singapore.

These PRs were warned about the consequences of their action at the point of renunciation.

Where the FT is located is really not relevant as the world now has shrinked into a small village. So whether the FT is physically located in Sg or not is really debating yesterday problems.

microsoft and google , between Sony and Apple , between MySpace and Facebook.

You go into NS with Sony or Microsoft or Myspace kings of their respective space and you depart NS with another set of kings. In other words the world has changed and your knowledge base has become obsolete. Meanwhile those never do NS are entrennched in this new world while you blur fuck just ROD locals are still operating in the old world modality.

As a employer , it is thus make better economic sense to hire FT

1) they are younger and more energetic
2) they are more in tune with new world rather than the obsolete NS slaves.
3) SAF has made our local boys cynical and low morale and cut off whatever initiative they have.

NEW immigrants or foreign workers who are ethnic Chinese but new to Singapore take a while to adjust to the norms of the Chinese here, Prime Minister Lee Hsien Loong said yesterday.

This is because Singaporean Chinese, after decades of nation-building and living in a multicultural society, see themselves as Singaporeans first, he said.

He was speaking to 4,000 delegates at the opening of the 11th World Chinese Entrepreneurs Convention at Suntec Convention Centre.

“Singaporean Chinese have become quite different from Chinese from China or other countries,” he said.

Still, he urged Chinese entrepreneurs to enhance their links with one another, regardless of where they come from, and to adapt to local contexts.

Despite a global environment beset with economic uncertainty, steady growth in Asean countries and new technologies are creating opportunities, he observed.

He added that entrepreneurs know that the best opportunities are found in the most difficult situations.

He stressed that Singapore will seek to stand out as a “key node” in the global marketplace, where entrepreneurs and companies can take advantage of the country’s cultural diversity, world-class business infrastructure and connections.

“We aim to make Singapore a useful partner to Chinese entrepreneurs all around the world and succeed together with all of you,” he said.

At the same time, Chinese entrepreneurs can benefit from the cultural ties and values that they share, which creates a global network that can serve as a “strategic resource”, Mr Lee noted.

However, he urged entrepreneurs not to rely solely on guanxi, or “connections”.

Instead, they should upgrade themselves, raise their game and continue to add value.

“As China opens up more to the world, and as more Chinese travel and operate overseas, they will have a wider choice of partners and networks to work with,” he said.

Mr Lee suggested that they should strive to build modern and professional businesses, as relying on family-owned enterprises makes it difficult to scale a business.

“Succession is often an issue, beyond the founding generation,” he said. “It (a family business) also makes it hard to compete against global businesses that hire and promote the best talent from all over the world, regardless of family ties.”

Chinese entrepreneurs can also strengthen links with local communities, he said.

“Successful entrepreneurs and businesses which help others through philanthropy or community work will enhance their standing with their own communities, and help gain goodwill that is critical for the long term.”

MORE than 3,000 active and national servicemen pledged to guard Singapore's independence with their lives on Wednesday.

The military's top brass, including Chief of Defence Force Lieutenant-General Desmond Kuek and the chiefs of the army, air force and navy, led the soldiers to recite the Singapore Armed Forces (SAF) pledge to reaffirm their loyalty and commitment to the nation's defence at the Safti Military Institute.

Those present included President SR Nathan, Deputy Prime Minister and Defence Minister Teo Chee Hean and Second Minister for Defence Ng Eng Hen, who is also the Education Minister.

The parade also honoured those who lost their lives in service. As a mark of respect, those present bowed their heads in silence for one minute.

The SAF's best units were honoured, with the 1st Commando Battalion - this year's Best Combat Unit - receiving the State Colours from President Nathan. DPM Teo also presented awards to 22 units.

Earlier in the day, over 850 NSmen and their employers took part in four re-dedication ceremonies held around Singapore.

In his SAF day message, Mr Teo said the SAF remained the 'ultimate guarantor of the peace, security and prosperity that Singapore enjoys.'

He also thanked all Singaporeans for their support in national service and the sacrifices they have made so that the national servicemen can carry out their duties.

Minister in the Prime Minister's Office S Iswaran said the government has earmarked S$3.7 billion, or about a quarter of public R&D investment to support five thrusts in the Biomedical Sciences in the next four years (2011 to 2015).

Key among these thrusts is to attract the most capable and committed scientific talent to nurture and sustain a world-class research hub.

Speaking Wednesday morning at a biomedical science (BMS) conference at the Biopolis, Mr Iswaran said: "Our accent will continue to be on attracting and nurturing top scientific talent, and fostering deep and broad collaborative research across the BMS landscape."

The conference attracted participants from 19 countries.

Mr Iswaran said another key thrust is to double Singapore's pipeline of world-class clinician-scientists by 2015.

EXEMPTING outstanding sportsmen from national service is not feasible as it makes a "mockery" of the universal conscription system, said Major-General (NS) Chan Chun Sing, Acting Minister for Community Development, Youth and Sports, yesterday.

MG Chan said: "To have partial conscription is very difficult. If we start to exempt one from the next, it becomes very difficult to hold the line.

"Who is there to say that you are a sportsman and I am a musician and therefore I cannot pursue my dream?"

He added that there is also a difficulty in establishing what defines "top sportsmen".

He said that if one day Singapore could come to a consensus on the definition of what NS should include, "there is nothing, absolutely nothing, to say that we cannot execute this".

"The question is can you hold the line and make sure it is fair and equitable to all?"

MG Chan was speaking at a dialogue session with youth called Kopi Talk. The event was organised by the Government's feedback unit, Reach.

About 80 tertiary students from various universities attended the session at the Singapore Institute of Management, along with Reach chairman Amy Khor.

MG Chan was responding to a query on whether he felt it was "counter-productive" that top sportsmen are not given time off from their national service obligations for training, unlike in countries such as South Korea.

Other issues raised include the rationale behind policymaking and political activeness.

MG Chan said the Government prides itself on being pragmatic in its policies because it is a necessity for a small country like Singapore.

"We have to offer people something that other people cannot offer or do not offer as well. And that is the basis of our survival."

SINGAPORE: A dialogue session -- "Kopi with the Minister" -- was held on Monday in a bid to engage youths more actively on national issues.

Students from local universities participated and shared their views on issues they feel passionate about.

Some of the issues discussed included top sportsmen and National Service (NS).

Acting Minister for Community Development, Youth and Sports Chan Chun Sing said: "NS is very heavy responsibility for all Singaporean males.

"It's not something that we do lightly because there is a price to be paid.

"When you have conscription, the question is - can you have conscription and partial conscription?"

Major-General (NS) Chan was responding to a student who had asked why NS always takes priority over an individual's sporting ambitions, especially since the age between 18 and 22 is a peak period of their physical prowess.

Other questions raised included how the government can nurture a healthy online culture, and how it balances between pragmatism and popularity in making decisions.

With the theme "youths and active citizenry", the session allowed youths to understand the thinking behind key policy decisions.

Full-time national serviceman Kwan Jin Yeo said: "I think policy forums like this are a good starting point in terms of generating feedback and interest in issues that most youths are concerned about in Singapore.

"But I think moving forward, there needs to be more specific discourse on issues because a theme like active citizenry is quite broad.

"There needs to be specific sessions where individuals can talk about issues on a more in-depth and focused perspective as well."

Kopi Talk sessions will be held several times a year, with the next one slated for early next year.

KUALA LUMPUR, Malaysia - The National Service training programme's three-month period may be extended, said Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi.

He added that the ministry was studying the possibility as three months was too short a time to develop noble characters and foster a sense of patriotism.

"The matter will be discussed at a meeting of the National Service Training Council," he told reporters after the presentation of 2010 National Service Training Department Excellent Service awards at the ministry here yesterday.

Ahmad Zahid said the department would also introduce a module to enhance awareness on the importance of voting when the trainees turn 21.

"We'll invite the Election Commission to brief the trainees on their voting rights when they become eligible," he said.

Ahmad Zahid refuted claims by certain parties that the national service was a waste of time, as the programme had contributed positively in terms of forging national integration and racial unity, instilling patriotism as well as imbuing trainees with good character traits and integrity.

The minister said that the department's 3,698 contract staff comprising trainers would be given permanent employment.

The staff turnover was high and offering them permanent positions would help, he added.

SINGAPORE - Chinese nationals were the top foreign buyers of private property in Singapore in the March quarter, a report said Wednesday, the first time they have topped the list.

Buyers from China accounted for a record 24 per cent of private home purchases by non-Singaporeans in the three months to March 31, property research firm DTZ said in a report.

"It is the first quarter that they are the top foreign purchasers of residential properties in Singapore," the report stated.

Malaysians, who led the rankings since the second quarter of 2008, came second with 21 per cent of the foreign market share.

As a whole, foreign private property buyers made up 16 per cent of the 6,368 purchases in the first quarter, constituting the highest proportion of non-Singaporean transactions since data were first made available in 1995.

The Singaporean share of private home transactions fell to 67 per cent, the lowest level since the fourth quarter of 2007, and mirroring a 25 per cent decline in total private property sales from the previous quarter.

The remaining properties are purchased by companies and foreign-born Singapore permanent residents.

"The government measures implemented on 14 January to ensure a stable and sustainable residential market affected demand," the report said.

Analysts said that the rise in foreign buying showed foreigners were less affected by the measures.

As well as the government measures, the number of local purchases of private homes was also affected by the Lunar New Year holidays in February, when transactions are traditionally halted for the festivities.

Singapore had in January imposed fresh measures to curb property speculation and cool its housing sector, including increasing stamp duties and reducing the amount companies and individuals owning more than one home could borrow from banks.

DTZ head of southeast Asian research Chua Chor Hoon said mounting concerns over foreigners jacking up housing prices which was highlighted during the recent general elections would impact the property market in the near term.

"Local concerns about high housing prices and the influx of foreigners that were magnified during the recent general election will be a catalyst for the review of immigration and housing policies, which could dampen demand in the residential market in the coming months," she said.

A 22-year-old Singaporean NSman died after suffering from acute liver failure caused by an unknown virus.

On May 1, Hoo Shuwei came down with a high fever and was later admitted to the Singapore General Hospital (SGH).

His liver cells started to deteriorate and after a few days, he was diagnosed with liver failure and his kidneys were also affected. The SGH said Shuwei was put on the priority list for transplant, but he died before a donor was available.

Doctors advised the public to seek immediate treatment if they suffer from a high fever for more than 24 hours without any other symptoms. EVELYN LAM

Some happiness researchers have suggested that parents delude themselves about the joys of children: They focus on the golden moments and forget the more frequent travails. But Dr. Seligman says that parents are wisely looking for more than happy feelings.

“If we just wanted positive emotions, our species would have died out a long time ago,” he says. “ We have children to pursue other elements of well-being. We want meaning in life. We want relationships.”

You might also start to question some of your goals and activities, the way that Dr. Seligman occasionally wonders why he spends so much time playing bridge. It’s brought him some clear achievements — including a second-place finish in the North American pairs championship — but he doesn’t pretend that bridge provides any meaning in life. He says he plays for another element of well-being, the feeling of engagement. “I go into flow playing bridge,” he writes, “but after a long tournament, when I look in the mirror, I worry that I am merely fidgeting until I die.”

Is playing bridge for the feeling of flow any more worthwhile than playing it just to win? Dr. Seligman doesn’t want to judge.

“My view of positive psychology is that it describes rather than prescribes what human beings do,” he says. “I don’t want to mess with people’s values. I’m not saying it’s a good or a bad thing to want to win for its own sake. I’m just describing what lots of people do. One’s job as a therapist is not to change what people value, but given what they value, to make them better at it.”

FT have good time while NS die of tiredness

A story from a NS man ....


It was one of those dreaded MRT trips I hate taking- on a Sunday when the train is invaded by all the ‘much need and self serving’ foreign talents. But then I could not avoid this time. My journey started in Boon Lay and it was evening. Among others, a young Chinese boy in his army outfit boarded the train. My hunch was he was booking in for the week at Changi for his tekong camp. With him was his mother. What strike me was, she reminded of mothers I know of in the 70s where they followed their sons on the weekend book ins. She looked the typical housewife with a worried look in her face and handkerchief which she used to wipe her temple and that of her son periodically until the aircon in the train sufficed the sweat. 2 stops later an Indian National boarded with his family. With the typical fashion of Indian Nationals who are FT’s- he parked his pram in the middle of the train with an overgrown child in it. The FT sat beside the Army boy in a seat meant for the elderly. He was having a good time smiling and all, talking to his wife who was standing. I believe it was a family outing in a train system his country can never materialise in another 30 years. What made my heart sink was the full picture being played infront of my eyes “a national service man who by now was nodding away with insufficient sleep & beside him someone who is enjoying a train ride”. How I was wish the soldier was a FT too.

The greatest virtue this country has given us was our naivety. It took us so long to realise that we are being run over by FT’s especially the likes from India, China and the Philippines- the epitome of corrupt nations among the world. They would bring with them their culture, their own enclaves and their own people to the workforce while the 18 year old infront of my eyes was working hard to have them protected

Have I thought of becoming a citizen? Yes. But when I see how Singaporeans themselves are facing an uphill task of just surviving, let alone start a family, I'm not sure if I'm able to do the same with my single income. S$300k or more for a HDB flat? That's not including bank interest yet. It's regrettable what has happened to the housing in Singapore, a basic need that's been exploited irresponsibly, short-sightedly, and now wreaking havoc on the survival of many Singaporeans. Additionally, at 34 years old now, I don't have the option of going without income for 2 years to do NS. Becoming a male citizen without NS is just not the same. I'm just speaking for myself, not anybody else. I sincerely apologise if any new citizens do feel offended.

I could not curtail my enthusiasm in wanting to write this piece. The best thing that happened to me is the advance of “free internet” papers and our ability to get it published. And here goes my story which would never get an air in the mainstream.

I recall some 20 years ago when I reported for BMT. It is ritualistic those days for any sons going for NS, especially if you are a Taoist or Hindu, you be brought to a temple and prayers are offered to the gods. And my dad told me how proud he was in seeing me off to the army to train to defend this country. But today I feel all my efforts have bore fruit for the FT’s who swarm into our island. Now the question is do we really need them? I am neither an economist nor a talented individual but then what I would want to hear from the experts is the real reason why we have FT’s in this country. I do not belief for one that we cannot create our own talents. I recall clearly when Goh Keng Swee had the last laugh when we were able to train and materialise our own batch of Army Officers against the better judgement of the Israelis.

I am still puzzled by this turn of events for I am not getting a forthright answer from the incumbents whose general statement is “We need them”. How bad would we be without them? I need some answers before I decide where my votes goes to for I don’t want my child to be having the same predicament 20 years from now!

SCR*WED BY 3 CAREER OFFICERS IN ONE DAY
Years back, after just ROD, the active unit that I was posted to had a recall manning.
They did not managed to contact me then as I have shifted house. Back in those days, mobile phones were expensive.
The unit S1 called my office and asked me to go back to Unit as the CO wants to TALK to me.
Asked me to turn up in uniform. I naively did.
IMAGINE my HORROR, when I REACH the CAMP and WITHOUT WAITING FOR ANY EXPLANATION, they MARCHED ME to the S4, HQ BC and PUT ME ON CHARGE for GOING AWOL.
I TRIED TO EXPLAIN that I was not AWARE as I have shifted house, but the S4 did not bother.
Then I was MARCHED to CO office. While there, I overheard the CO saying that some COOKs did not turn up for the RECALL. He needs to COVER UP! And he also NEEDED to FIND A SCAPEGOAT. Because, I was a RESERVIST, I was EASY PREY.
Without, listening to my explanations, he insisted with a SMIRK that he will MAKE SURE I have a BLACK MARK on My RECORD. Such POWER, did he have.
HE DID NOT BOTHER to CHECK MY ACTIVE STATUS.
I WAS AN NCO, Appointment BSM during my NS. But they did not bother.
After being put on charge, I was fined $75, which I was unable to pay as I did not bring much money then. Fortunately, I was able to arrange for the escort to pick up the money from a friend in Mindef. Only, then was I allowed to leave camp.
And the IRONY of it was when I CHECKED MY GREEN RESERVIST BOOK, It STATED CLEARLY THAT I HAD INFORMED THAT OF MY CHANGE OF ADDRESS BEFORE THE RECALL MANNING.
I was UNABLE TO HAVE ANY REDRESS.
Once, I happened to watch a ARMY commercial whereby the CO was quoted as saying he looked after his men. I LAUGHED to myself, as more likely he LOOKED after HIS OWN BACKSIDE.
But thank goodness, I have only seen the commercial ONCE. Maybe he did SCR*WED others too and they complained and the commercial was withdrawn.
So, was it just my luck to be SCR*WED by 3 CAREER OFFICERS in 1 DAY?
OFFICERS who are supposed to be LEADERS and GENTLEMEN?
I Have COMPLETED MY NS. GOT PROMOTED and EVEN received a few Community Service AWARDS.

With 3 such officers in just 1 small battalion; betraying enlisted men they supposed to care for, you wonder how many more of such officers are there in the army, navy and air force.
So, it is indeed frigthening that we are having more ex-career army men going to run for election as our MPs.

Some two weeks after her personal life was picked apart online, the People's Action Party's (PAP) youngest candidate for the coming General Election (GE), Tin Pei Ling, has finally broken her silence.

The man in the photos being circulated online is not her boyfriend. The Kate Spade handbag was a birthday present from her husband. Her spouse did not influence her interest in grassroots work.

In an interview with Chinese daily Lianhe Zaobao, of which an edited version was carried in The New Paper, she said, "I cannot change the fact that I am so young. Maybe that's why people are placing more attention on me." (HELLO, Glenda Han is not older too, yet people do not pick on her !!)

Tin was introduced as a PAP candidate late last month. The 27-year-old quickly became the subject of controversy after private pictures from her Facebook page were leaked online.

Even now, people are still questioning her marriage, her involvement in politics and her maturity to handle the job of a Member of Parliament (MP). An online petition for her to contest in a single-seat ward was also created.

"I just hope that Singaporeans can have confidence in me and give me the opportunity to prove myself," she said. "I'm prepared to face whatever comes my way." (Why should??? We True-Blue Singaporeans would rather give any opposition candidates the opportunity to prove themselves, if you could come out and fight one-on-one in any Single-Member-Constituency, we can consider to give you the opportunity, but if you are tail-gating into the parliament via GRC, sorry, no way and we hope you bring down whichever GRC you join !!)



On the photos that were circulated, Tin said, "The person in the photo is just my friend. He works for a community club. We took that photo during one of the grassroots leaders' wedding." (Dear miss tin, you may be young, but don't think i am born yesterday !!!!! you took those photo in a hotel room, look at your clothings, is it appropriate for a decent young girl to take those shot???)

"He was never my boyfriend. I find the episode extremely funny," she said, pointing out that netizens had even made up a name for him.

Tin also explained that the photo of her carrying a Kate Spade box and striking a "kawaii" (cute) pose was a keepsake from a few years ago.

"I took the photo for (a) keepsake when my husband gave me the handbag for my birthday two or three years ago."

"He liked the photo very much, and so I decided to upload the photo online (on her Facebook account)."

Tin remains calm in the face of such online attacks. "The most important thing is that my conscience is clear. I have read what people are saying about me online," she said.

"I have also tried to see where they are coming from and why they say certain things about me," she added.

Tin stressed that she has been involved in grassroots activities even before she met her husband, Ng How Yue, 40, who is currently the principal private secretary to Prime Minister Lee Hsien Loong.

She is, however, grateful for her husband's support. "I want to serve society. He agrees with my views and has been giving me a lot of emotional support."

Tin has been volunteering at Ulu Pandan with MP Christopher de Souza. Her work has covered four areas -- encouraging the youth to participate in politics, helping needy families and children, helping the young to communicate better with seniors and helping social workers look after the residents.

Dr Janil Puthucheary has been criticised for his insensitive remarks about NS

A lot has been said in the lead-up to the General Election about the influx of ¡®foreign talent¡¯ onto Singapore¡¯s shores. While some believe that uncontrolled immigration will make it more difficult for Singaporeans to compete for jobs, others argue that Singapore¡¯s declining birth rate and high rate of emigration means that foreigners are needed in order to ensure that the nation¡¯s economy remains competitive.



¡®Foreign talent¡¯ is now ubiquitous in Singapore ¨C they build our skyscrapers and repair our roads, occupy top positions in both the private and public sector, and have even begun to make incursions into the political arena, with several foreign-born candidates having been introduced already.



Dr Janil Puthucheary is one of them. Born in Malaysia, the pediatrician became a Singapore citizen two years ago. His father, Dominic Puthucheary, was a former PAP politician who found himself detained under the Internal Security Act (ISA) because he was suspected to have left-wing sympathies at a time when the Communist movement posed a real threat to the country¡¯s stability.



Despite his family history, Dr Puthucheary made the decision to don the all-whites of the PAP, apparently with the blessings of his father. He did so in order to heed the call of service to his adopted country. ¡°I¡¯m staying, I¡¯m fighting, I¡¯m fully invested,¡± he said, as he was introduced as a PAP candidate for the upcoming election.



Dr Puthucheary has attracted some criticism because of the fact that he has not served National Service, a rite of passage for every Singaporean male. ¡°I have been saving kids¡¯ lives for the past ten years,¡± he replied, arguing that he had contributed to the nation in his own way.



Mr Chen Show Mao is another newly-minted politician who will be contesting in his maiden general election. Born in Taiwan, the former Rhodes Scholar received his formative education at National Junior College, where he was the top A-level student in his cohort ¨C which included current Cabinet Minister Vivian Balakrishnan.



Mr Chen later went on to earn degrees from Oxford, Harvard and Stanford, and rose to the top of the legal profession following stints in Hong Kong, New York and Beijing, amongst others. He is now a Partner at the elite American firm Davis, Polk and Wardwell, and has handled billion-dollar IPOs. While he has only spent 20 out of his 50 years in Singapore, he claims to have returned to Singapore ¡®every year¡¯ since he became a citizen.



Perhaps most importantly, he served his NS ¨C and impressed his superiors enough to earn an officer¡¯s commission, moving on to hold appointments as a platoon commander and a staff officer. He did it because ¡°it was the right thing to do¡±.

The fact that Mr Chen went through NS despite apparently having the option not to do so (for instance, he could have waited until later in life to become a citizen, or he could have become a citizen of the US) has endeared him to many Singaporean voters, while Dr Puthucheary¡¯s comments about ¡®saving kids¡¯ lives¡¯ seem to have come across as being dismissive of the sacrifice that every Singaporean male is required to make to safeguard the security of the nation.



Perhaps this is a result of many Singaporean men resenting the fact that two of their prime years had to be spent in military service, which can be physically and psychologically draining. The fact that Mr Chen volunteered to put himself through this ¡®hardship¡¯ has helped him to come across as one of them, while Dr Puthucheary seems to have alienated himself by failing to appreciate their ¡®suffering¡¯.



The fact that National Service is proving to be such a sticking point in many Singaporeans¡¯ minds probably merits a discussion on the topic of NS in itself. Some opposition parties have called for the duration of NS to be shortened. Certain independent commentators have even begun to question the purpose of NS as a whole, arguing that it is unnecessary, and that Singapore is better off with a professional army.



What cannot be denied is that Singaporeans regard NS as an integral rite of passage that they go through, whether they believe in it or not. Nominally at least, NS is about the defence of our nation, and only those who go through NS can be seen as committed to the security of the country.

42-year-old Chan Chun Sing is formerly the Chief of Army in the Singapore Armed Forces (SAF), prior to his retirement from the government service.

A recipient of both the President and SAF Overseas Scholarships in 1988, he was responsible for the operational readiness, capability developments and training standards and morale of the Army during his tenure as the Army Chief.

From 2001-2003, he was the Army Attache to Jakarta, where he played a role in promoting bilateral ties between the two militaries.

Mr Chan, who is currently attached to the Tanjong Pagar GRC, has this message for populist calls to slash the defence budget.

He said: "It is always very sexy to say that we don't need to take care of our defence because we live in peace. In my short time in the SAF, 20 years, there were many occasions we have to stand our ground and stare down the competition in order to have the space to be called Singaporeans.

"So I do not think we should take this lightly. We spend what we need and we are responsible to the nation for every single cent that we spend, so that we do justice to the hard earned money we have invested."

A friend of mine was recently asked to leave his position as IT Manager. He later found out that he was replaced by an Indian "FT" who is taking less than half of what he is taking. He is 48 this year and despite his experience, he still has not found a job yet. Now, he is contemplating to drive a taxi.......
In Europe (and most part of the world), there are law that prevent this. In Singapore, the employer just have to say "Sorry, you have to go. We are restructuring. Here's your retrenchment benefit (2 freaking month's pay for 8 years of service???)

Now that is how "FT" can "help" Singapore...........

It¡¯s a known fact that many foreign workers (from work permit holders to employment pass holders to PR holders) make use of Singapore only as a stepping stone to better pastures elsewhere. The sad truth is that Singapore is only a transit point for them ¨C to build up their credible work experience and their financial resources. Once they have done that, they will move on to Australia, New Zealand, Canada, USA, UK. The Filipinos are not the only ones doing that. This practice is also prevalent among the Indians and Chinese who are being welcomed here in droves by the Government. Many of the FTs who are Singapore PRs also want to leave Singapore asap so that their sons don¡¯t get caught in the NS trap. Perhaps the Government can tell us how many FT PRs (or their children) actually serve NS when it¡¯s call-up time.

Several years ago, one Indian IT chap came to see me to get his documents certified as true copies. He was applying for New Zealand PR. When I saw his passport, I noticed that it was a Singapore passport which had just been issued to him a few days previously. I was shocked that he was applying for NZ PR so soon after getting his Singapore passport. He told me that many Indians believe that it¡¯s easier for them to apply for western PRs if they are Singapore passport holders rather than Indian passport holders ¨C and that¡¯s probably true. I believe that the PRC Chinese also think likewise.

So, it seems that Singaporeans are getting short-changed once again. Our wonderful Government liberally hands out PRs and even citizenships to FTs, and then mistakenly think that those ¡°grateful¡± FTs will stay here in Singapore for life and even give up their lives for Singapore if Singapore is militarily threatened. What utter stupidity and naivety!!! In the immortalised words of LKY: They must be daft!!!

It¡¯s time that the decision-makers in Government wake up and realise that many FTs are simply making use of Singapore and Singaporeans. Even the super-rich FTs who get Singapore PR under the million-dollar investor schemes are simply making use of Singapore ¨C to get a globally-respected red passport and to profit from property investments here. Many of those super-rich FTs don¡¯t even live here. As 1st generation Singapore PRs under the million dollar investor scheme, they are exempted from serving NS. But, again, how many of their children actually serve NS?

Many FTs have absolutely no sentimental attachment to Singapore. It¡¯s the Singaporeans who are born and bred here that love Singapore and who will die for the country in the event of war. Many of these locally-born and bred Singaporeans do not have the option to migrate elsewhere. Yet, many of these true Singaporeans are being left in the lurch by the Government that they keep voting into power every 5 years. Unfortunately, the same Government prefers to spend its time, effort and money on pandering to the FTs. What a sad irony.

PM Lee: Your question is, why is the opposition ward not treated at least as good, or maybe even better than the PAP ward? And the answer is that there has to be a distinction. Because the PAP wards supported the Government and the policies which delivered these good things.
All the basics apply to everybody - your roads, your trains, your houses, your schools, your hospitals, your security and defence. But the extras - which come down to the upgrading programmes - it's a national programme. Between the people who voted and supported the programme and the Government, and the people who didn't, I think if we went and put yours before the PAP constituencies, it would be an injustice.

Yesterday morning on the bus, I overheard this conversation from a loud 20+ Indian male talking to his friend in the seat near mine.

¡°I told my colleagues that I am an upper class citizen and I don¡¯t do National Service. Your government had beg us to come here to be citizens and I am too important to do National Service, only the stupid lower class locals have to do National Service. I told them we are elites from India and we don¡¯t go to lunch with them because they were of lower class.¡±

He than continued to brag about how about how great India is and how bad Singapore is in comparison to India. So, I assumed that he must be a ¡®new citizen¡¯ from India.

Our 2nd Defence Minister had once put up his defence for these ¡®NEW CITIZENS¡¯ to exempt them from doing NS.

¡®But it is not a sufficiently strong reason for the requirement to be imposed on them.¡¯

He went on further on how to ¡®integrate¡¯ these new citizens in lieu of National Service by:

¡®The People¡¯s Association, for example, organised visits for new citizens to the Army Museum. And the Defence Ministry organises visits to the Pulau Tekong Basic Military Training Centre.¡¯

So these ¡®new citizens¡¯ will go to our Pulau Tekong camp like some VIP spectators watching our guys training like watching some monkey show? Isn¡¯t this adding salt to injuries of our insult?

But what else can I say, especially this is from the mouth of a ¡®DEFENCE¡¯ Minister.

I personally felt that it is a shame that our own Defence Minister had discriminate our own local born citizens on a very import issue of National Defence.

Does he not felt that his stand on NS exemption for ¡®new citizens¡¯ had undermined the morale and belief of total defence that they had been promoting for many years of our NS men?

Does he also felt that these third world country foreigners were so important that they don¡¯t have to do National Service?

Does he not felt the slightest shame that he have to pleased these foreigners to this extend?

Do we have to beg these third world country foreigners to be our citizens so badly that we allow them exemption of National Service which is the backbone of our national defence?

Do our ministers felt that two and a half years of National Service and a thirteen years cycle reservist is a joke?

For years the army had complainted about shortage of manpower for defence, but now we have this ¡®exemption¡¯ of new citizens for National Services.

And the discrimination does not restrict to National Service.

We might soon have PAP ¡®overnight citizen¡¯ new candidates entering the parliament through the tailcoat of a GRC.

Our ministers had keep reminding us that ¡°We need foreigners to create jobs for Singaporeans.¡±

I felt like being slapped on the face by that damn Indian new citizen¡¯s remark, but hell, there are some truth in it. We had been suckers of National Service. I suddenly felt my pride and dignity seriously hurt!

It reminds me of NTU¡¯s undergrad, Mr. Lim Zhi Rui¡¯s famous quote: ¡°I really don¡¯t know what I¡¯m defending any more.¡±

Are you guys who is still doing NS, reservist or completed NS and reservist feeling the same? Or am I the odd idiot out here feeling this way?

SINGAPORE - Two experiences have not only left an indelible mark on Brigadier-General (NS) Tan Chuan Jin but also significantly shaped his thinking about Singapore: Spearheading the Republic's humanitarian efforts in Aceh after the tsunami in 2004 and chairing the National Day Parade (NDP) executive committee five years later.

On the post-tsunami humanitarian efforts, BG (NS) Tan said that, apart from the smell of debris and the dead, he would always remember "the way Singaporeans came together ... to reach out with tremendous amount of compassion and humanity".

The father of two added: "That shows what our people are capable of. The question is: Is this worth fighting for ... or all these abilities we have to make things happen - do we just take it for granted?"

His experience in organising the NDP in 2009 provided some of the answers: The "magical" moment when Singaporeans paused at 8.22pm on Aug 9, 2009, to say the National Pledge together showed him that Singaporeans have aspirations regardless of political affiliation and that Singapore is worth fighting for.

BG (NS) Tan added that he is taking up that fight with the People's Action Party (PAP) because of its track record and alignment with his beliefs.

"No party is ever perfect but I feel this is an area where I'm prepared to come forward to serve with the best of my ability," he said.

Asked about the PAP's shortcomings, he said his interest was in areas such as education and suggested the education system be looked into, to "help our children to be children and yet bring them up in a way where you can strike a balance".

SINGAPORE: One in two young Singaporeans have little intention of moving overseas. They are rooted by strong family ties, national pride, and have confidence in the country's economic future.

This finding emerged from a study conducted by the Institute of Policy Studies, involving more more than 2,013 Singaporeans between 19 and 30 years old.

The respondents were interviewed in door-to-door surveys over three months, from December 2009 to March 2010.

Friends, family and home ownership are the main reasons identified by young Singaporeans when asked what keeps them rooted to the country.

The respondents were asked to pick the reasons from 26 items such as quality of life, finance and career, social bonding and well-being and socio-political considerations.

When Channel NewsAsia took to the streets, many cited similar considerations.

"I don't think I'm moving out of Singapore because of friends and family here," said a young Singaporean.

"Singapore is a good to live in, with a lot of opportunities to excel in life...there's (also) no natural disaster in Singapore, like what happened to Japan," said another.

But others felt emigration represented a better life, citing Singapore's high cost of living and hectic lifestyle as possible reasons for migrating.

The Institute of Policy Studies' survey found that young Singaporeans fell into four broad categories. There is the "Heartland Stayer" - unlikely to emigrate and has strong ties and national pride. Similarly, the "Cosmopolitan Stayer" has low intention of leaving and is rooted in Singapore. However, this group views emigration favourably and has the ability to leave.

There is also the "Explorer" group - the one most likely to emigrate. They have strong family ties but doesn't feel connected to Singapore. And then there is the "Disengaged" have the weakest family bonds and lowest national pride. They also have no strong opinion on emigration, and have a lower ability to migrate.

The Institute of Policy Studies said the survey findings showed that young Singaporeans are not a homogenous group and a one-size-fits-all policy will not work. As a result, some of them consider migrating abroad to achieve that. So it is important for policymakers to pay attention to this area and more importantly, to see whether that attitude, that perception changes over time."

Mr Tan:
He would have if he were still around. He himself has been replaced. The trouble all happened after the department head was replaced by a Filipino so-called foreign talent. It is a human tendency for people to want to bring in their own people. Ò»³¯Ìì×ÓÒ»³¯³¼. Once that Filipino becomes head of department, he started replacing Singaporeans with Filipinos.

The same thing goes for China and Indian managers. Depending on the nationality of the department head, the department is either full of Indians or PRCs. The casualties will be Singaporeans. Even those with PHDs are not spared.

If native Singaporeans do not unite in the coming election, we will be displaced by the foreigners brought in by the PAP who cares only about GDP growth and their bonuses. Our Filipino maid is innocent. We must make a conscious effort not to blame her just because I lost my job to a political play by Filipinos. However, we can no longer afford her. She has been a good worker and we have to pay her generous compensation ¡­ even beyond what the contract stipulates.

Mrs Tan protests. Mr Tan could sense the rising resentment in her voice.

Mr Tan:
Foreigners are not to be blamed. We would have done the same if we had migrated to another country. If a foreign government were to open the floodgates to foreigners, discriminate the locals in favour of foreigners to attract foreigners, you cannot blame the foreigners who will take advantage of the loopholes. The guilty party is the government who sold out to the very people who voted them to power without fail for decades.

Mrs Tan:
I do not understand what you mean by discriminating the locals in favour of foreigners to attract foreigners.

Mr Tan:
Because of government policies, native Singaporeans are discriminated by employers in favour of foreigners in the labour market. It is not that Singaporeans are uncompetitive and have no spurs stuck in their hides. They carry an unfair burden of National Service. Employers do not like Singaporeans who have to go missing for weeks every year. This just makes us more expensive compared to the foreigners. On top of that, foreigners get to enjoy the umbrella protection from the sacrifice native Singaporeans made for National Defence. How can the government expect native Singaporeans to swallow such unfairness? Do you expect Singaporeans to die defending the assets of foreigners who prospered at our expense?

Foreigners are also cheaper because employers pay lesser CPF contribution. They are not better, but cheaper ¨C Thanks to discriminatory government policies.

I am under no illusion that I shall be unemployed for quite a long time ¡­ possibly even a year. With the influx of foreigners, employers will have plenty of cheaper replacements (no NS burden and lower CPF contribution) to choose from. Why hire a Singaporean?

Don¡¯t worry. With the election coming, the government is halting the influx of foreign workers.

Mr Tan:
Unfortunately, they are halting the influx of low-paid service or construction type of workers. These are actually desirable foreign workers who lower Singaporeans¡¯ cost of living by taking the necessary but dirty jobs that Singaporeans do not want to do.

We Singaporeans welcome the construction workers who do jobs that we do not want to do. What we dislike are the mediocre cheap replacements so-called foreign talents who displace us by taking away the jobs that we can do, want to do and like to do.

All my life, I've never met or known a S'porean guy who liked or LOVED serving out his National Service. They always have s*** to say about it. They often tell me, "If only you know what we go through here for 2.5 years, you'll know why we feel so strongly against it"

A guy from my bro's school even had to give up his dream of accepting a scholarship at one of the most prestigious music schools in the USA because MINDEF wouldn't allow him to defer NS for just 1 year... He had to do a diploma instead!!

The ONLY people, i can tell you this, who keep waxing lyrical about how good National Service is for their sons and how they would willingly do NS if they had to, are the FOREIGNERS-TURNED-NEW-CITIZENS. They talk alot about this, but guess what... they don't have to do it!! That's why it's all just BULLSHIT!!!

I don't even wish NS for my own son... but these Indian FTs in the forum can say, "oh i think it's good for my son to do NS"?!! BULLSHIT.
