NEW immigrants or foreign workers who are ethnic Chinese but new to Singapore take a while to adjust to the norms of the Chinese here, Prime Minister Lee Hsien Loong said yesterday.

This is because Singaporean Chinese, after decades of nation-building and living in a multicultural society, see themselves as Singaporeans first, he said.

He was speaking to 4,000 delegates at the opening of the 11th World Chinese Entrepreneurs Convention at Suntec Convention Centre.

“Singaporean Chinese have become quite different from Chinese from China or other countries,” he said.

Still, he urged Chinese entrepreneurs to enhance their links with one another, regardless of where they come from, and to adapt to local contexts.

Despite a global environment beset with economic uncertainty, steady growth in Asean countries and new technologies are creating opportunities, he observed.

He added that entrepreneurs know that the best opportunities are found in the most difficult situations.

He stressed that Singapore will seek to stand out as a “key node” in the global marketplace, where entrepreneurs and companies can take advantage of the country’s cultural diversity, world-class business infrastructure and connections.

“We aim to make Singapore a useful partner to Chinese entrepreneurs all around the world and succeed together with all of you,” he said.

At the same time, Chinese entrepreneurs can benefit from the cultural ties and values that they share, which creates a global network that can serve as a “strategic resource”, Mr Lee noted.

However, he urged entrepreneurs not to rely solely on guanxi, or “connections”.

Instead, they should upgrade themselves, raise their game and continue to add value.

“As China opens up more to the world, and as more Chinese travel and operate overseas, they will have a wider choice of partners and networks to work with,” he said.

Mr Lee suggested that they should strive to build modern and professional businesses, as relying on family-owned enterprises makes it difficult to scale a business.

“Succession is often an issue, beyond the founding generation,” he said. “It (a family business) also makes it hard to compete against global businesses that hire and promote the best talent from all over the world, regardless of family ties.”

Chinese entrepreneurs can also strengthen links with local communities, he said.

“Successful entrepreneurs and businesses which help others through philanthropy or community work will enhance their standing with their own communities, and help gain goodwill that is critical for the long term.”

MORE than 3,000 active and national servicemen pledged to guard Singapore's independence with their lives on Wednesday.

The military's top brass, including Chief of Defence Force Lieutenant-General Desmond Kuek and the chiefs of the army, air force and navy, led the soldiers to recite the Singapore Armed Forces (SAF) pledge to reaffirm their loyalty and commitment to the nation's defence at the Safti Military Institute.

Those present included President SR Nathan, Deputy Prime Minister and Defence Minister Teo Chee Hean and Second Minister for Defence Ng Eng Hen, who is also the Education Minister.

The parade also honoured those who lost their lives in service. As a mark of respect, those present bowed their heads in silence for one minute.

Earlier in the day, over 850 NSmen and their employers took part in four re-dedication ceremonies held around Singapore.

In his SAF day message, Mr Teo said the SAF remained the 'ultimate guarantor of the peace, security and prosperity that Singapore enjoys.'

He also thanked all Singaporeans for their support in national service and the sacrifices they have made so that the national servicemen can carry out their duties.

SINGAPORE: Singapore will continue to welcome top international scientists to work here with local scientific talent.

Minister in the Prime Minister's Office S Iswaran said the government has earmarked S$3.7 billion, or about a quarter of public R&D investment to support five thrusts in the Biomedical Sciences in the next four years (2011 to 2015).

Key among these thrusts is to attract the most capable and committed scientific talent to nurture and sustain a world-class research hub.

Speaking Wednesday morning at a biomedical science (BMS) conference at the Biopolis, Mr Iswaran said: "Our accent will continue to be on attracting and nurturing top scientific talent, and fostering deep and broad collaborative research across the BMS landscape."

The conference attracted participants from 19 countries.

Mr Iswaran said another key thrust is to double Singapore's pipeline of world-class clinician-scientists by 2015.

He said this is to help grow talent pool and thought leadership in Asian diseases and in areas such as cancer, neurosciences, eye diseases, infectious diseases, and metabolic disorders.

EXEMPTING outstanding sportsmen from national service is not feasible as it makes a "mockery" of the universal conscription system, said Major-General (NS) Chan Chun Sing, Acting Minister for Community Development, Youth and Sports, yesterday.

MG Chan said: "To have partial conscription is very difficult. If we start to exempt one from the next, it becomes very difficult to hold the line.

"Who is there to say that you are a sportsman and I am a musician and therefore I cannot pursue my dream?"

He added that there is also a difficulty in establishing what defines "top sportsmen".

He said that if one day Singapore could come to a consensus on the definition of what NS should include, "there is nothing, absolutely nothing, to say that we cannot execute this".

"The question is can you hold the line and make sure it is fair and equitable to all?"

MG Chan was speaking at a dialogue session with youth called Kopi Talk. The event was organised by the Government's feedback unit, Reach.

About 80 tertiary students from various universities attended the session at the Singapore Institute of Management, along with Reach chairman Amy Khor.

MG Chan was responding to a query on whether he felt it was "counter-productive" that top sportsmen are not given time off from their national service obligations for training, unlike in countries such as South Korea.

Other issues raised include the rationale behind policymaking and political activeness.

MG Chan said the Government prides itself on being pragmatic in its policies because it is a necessity for a small country like Singapore.

"We have to offer people something that other people cannot offer or do not offer as well. And that is the basis of our survival."

National issues raised in "Kopi with the Minister" talks

SINGAPORE: A dialogue session -- "Kopi with the Minister" -- was held on Monday in a bid to engage youths more actively on national issues.

Students from local universities participated and shared their views on issues they feel passionate about.

Some of the issues discussed included top sportsmen and National Service (NS).

Acting Minister for Community Development, Youth and Sports Chan Chun Sing said: "NS is very heavy responsibility for all Singaporean males.

"It's not something that we do lightly because there is a price to be paid.

"When you have conscription, the question is - can you have conscription and partial conscription?"

Major-General (NS) Chan was responding to a student who had asked why NS always takes priority over an individual's sporting ambitions, especially since the age between 18 and 22 is a peak period of their physical prowess.

Other questions raised included how the government can nurture a healthy online culture, and how it balances between pragmatism and popularity in making decisions.

With the theme "youths and active citizenry", the session allowed youths to understand the thinking behind key policy decisions.

Full-time national serviceman Kwan Jin Yeo said: "I think policy forums like this are a good starting point in terms of generating feedback and interest in issues that most youths are concerned about in Singapore.

"But I think moving forward, there needs to be more specific discourse on issues because a theme like active citizenry is quite broad.

"There needs to be specific sessions where individuals can talk about issues on a more in-depth and focused perspective as well."

Kopi Talk sessions will be held several times a year, with the next one slated for early next year.
